In the License Info tab in the menu where the game displays unlocked licenses purchased from the shop, everything is displayed as unlocked and purchased except the Red Quebeley. While each has there own version of it, there is only one license that covers both, and it is based off of Elpeo Puru's version.

If your copy has more than 35 spots, then there is something differant between our two copies I'm using the US version if that means anything. Otherwise, you simply must be missing a differant one. What I can suggest to check that is to go to the customization part of the Mobile Suit Lab.

Just go through all of the suits to the left of The Knight Gundam, Gyan, and Zeong to see if there is one you have played less than 5 times. If you have more than 35 licene spots, or the check the times used in the lab doesn't work, I'm afraid I don't have an answer for you.
